You will be part of the regional Government Affairs team, reporting directly to the Head of Government Affairs for Spanish-Speaking Latin America (SSL). In this role, you will lead Government Affairs efforts for Mexico, one of the company’s most strategic markets, driving the development and execution of high-impact advocacy and stakeholder engagement strategies.
The position requires a strong understanding of Mexico’s political, regulatory, and public policy landscape, as well as the ability to rapidly assess complex government issues and translate them into actionable business strategies. You will work cross-functionally with regional and local teams to anticipate regulatory trends, shape policy discussions, build trusted relationships with key stakeholders, and protect and advance the company’s business objectives in a dynamic and fast-evolving environment.
Role Responsibilities
Your Responsibilities

Partner closely with the Head of Government Affairs for Spanish-Speaking Latin America (SSL) and the regional Government Affairs team to drive strategic priorities across Mexico.

Lead and coordinate all in-country Government Affairs and public policy activities, ensuring effective advocacy with government authorities, regulators, legislators, industry associations, and other key stakeholders to protect and advance DiDi’s business objectives.

Develop and execute proactive advocacy strategies based on deep political, regulatory, and market analysis, anticipating risks and identifying opportunities in an evolving policy environment.

Act as a strategic advisor to senior leadership, providing forward-looking insights on political, regulatory, and geopolitical developments that may impact business growth, operations, and market expansion.

Build and maintain trusted relationships with senior public officials, policymakers, and external stakeholders at the federal, state, and local levels.

Lead high-stakes negotiations and engagement strategies in complex regulatory environments, balancing business priorities with public policy objectives and long-term reputation management.

Shape and influence public policy discussions by positioning the company as a constructive and credible partner in innovation, mobility, digital platforms, and economic development.

Monitor legislative, regulatory, and public policy developments, as well as broader political and social debates, to assess potential business impact and provide timely strategic guidance.

Design and develop political and regulatory scenario analyses to support business decision-making, risk mitigation, and long-term strategic planning.

Collaborate cross-functionally with business, legal, communications, operations, product, and public relations teams to align Government Affairs strategies with broader company objectives and ensure internal stakeholders remain informed on relevant developments.

Produce high-quality strategic briefings, policy analyses, presentations, and executive-level reports to support internal leadership and decision-making processes.

Represent the Government Affairs function in internal leadership discussions, cross-functional initiatives, industry forums, and high-level external engagements.

Lead crisis-management and rapid-response efforts related to regulatory, political, or reputational challenges affecting the company.

Lead, develop, and manage high-performing teams with a strong focus on accountability, execution excellence, and results.

Oversee external consultants, advisors, trade associations, and other strategic resources to maximize advocacy impact and operational effectiveness.

Leverage significant experience engaging with government officials and influencing public policy and regulatory discussions in highly dynamic and complex environments.
Role Qualifications
The Successful Candidate Will Have

10+ years of progressive experience across the public sector, private sector, public policy, government affairs, regulatory strategy, or political advisory roles, ideally within highly regulated or fast-evolving industries.

Master’s degree in International Relations, Law, Economics, Political Science, Public Policy, Public Administration, or related fields; additional executive education or international exposure is a strong plus.

Solid experience working within government institutions, legislative bodies, regulatory agencies, political offices, or senior-level public administration.
-
Deep understanding of Mexico’s political, economic, and regulatory landscape, including federal, state, and municipal dynamics, as well as the broader geopolitical environment impacting business operations.

Proven expertise in advocacy, public affairs, stakeholder engagement, and policy influence, with a demonstrated ability to navigate complex political environments and deliver measurable outcomes.

Strong knowledge of Mexico’s legislative and regulatory processes, including experience influencing public policy development and implementation.

Extensive experience managing state-level advocacy strategies and navigating local legislative and regulatory challenges across multiple jurisdictions.

Deep understanding of the regulatory environment affecting digital platforms, mobility, financial technology, payments, gig economy, and technology companies in Mexico at both the national and local levels.

Regional understanding of digital platform regulation across Latin America is highly desirable.

Strong strategic thinking and political judgment, with the ability to anticipate regulatory trends, identify risks and opportunities, and translate complex issues into actionable business strategies.

Demonstrated track record leading high-impact advocacy campaigns, cross-functional strategic initiatives, and complex stakeholder management efforts.

Experience operating in high-pressure, fast-paced, and rapidly changing environments, with strong crisis-management and negotiation capabilities.

Excellent analytical and problem-solving skills, including experience in political analysis, scenario planning, risk assessment, data interpretation, and executive-level reporting.

Strong communication and influencing skills, with the ability to engage credibly with senior government officials, regulators, industry leaders, media stakeholders, and internal executives.

Proven ability to build and lead high-performing teams, develop talent, and foster a culture of accountability, collaboration, and execution excellence.

Experience managing external consultants, trade associations, industry chambers, and strategic partners to advance policy and business objectives.

Strong familiarity with the public policy issues impacting DiDi’s business, including mobility, labor, digital platforms, financial services, payments, taxation, consumer protection, public safety, data privacy, artificial intelligence, and sustainability.

Strong business acumen and the ability to align public policy strategies with broader corporate and operational objectives.

High level of personal initiative, resilience, adaptability, and executive presence, with the ability to operate independently while managing multiple priorities simultaneously.

Excellent interpersonal, networking, and relationship-building skills, with an established network of relevant stakeholders across government, industry, and civil society considered a strong advantage.

Fluent in both English and Spanish, with exceptional written and verbal communication skills in both languages.
