Web Applications Contractor – Job Description

The Web Applications Contractor will deliver project-based web application solutions that support the City of Atlanta’s digital transformation initiatives. This role is focused on executing defined technology projects from concept through deployment, ensuring high availability, security, scalability, and alignment with business objectives.

The Contractor will be responsible for end-to-end technical delivery of assigned initiatives involving web portals, digital systems, mobile applications, CMS platforms, cloud-based solutions, and data-driven applications.

Project Scope & Core Deliverables

  • Web Application Development & Modernization Projects

Objective: Design, build, enhance, or modernize enterprise web applications and portals.

Key Deliverables:

  • Technical requirements analysis and solution design documentation
  • Development of secure, scalable web applications using Angular, NodeJS, .NET/C#
  • CMS implementation or enhancements
  • Integration with backend databases and APIs
  • Deployment to Azure cloud environments
  • Production readiness documentation and transition support

Success Metrics:

  • On-time milestone completion
  • System uptime and availability targets
  • Reduced application performance issues
  • Secure and compliant deployments
  • Cloud Implementation & Optimization Projects

Objective: Deploy, migrate, or optimize web applications in Microsoft Azure environments.

Key Deliverables:

  • Azure architecture design (Web Apps, CosmosDB, SQL, Application Insights, Log Analytics)
  • Database implementation (MSSQL, Oracle, Azure SQL, Cosmos DB, MySQL)
  • Performance optimization and scaling strategy
  • Monitoring and logging configuration
  • Disaster recovery and availability planning

Success Metrics:

  • Improved system performance and response times
  • Reduced Mean Time to Recovery (MTTR)
  • Stable production environment with proactive monitoring
  • Data & Analytics Integration Projects

Objective: Integrate data platforms and reporting tools to enhance decision-making capabilities.

Key Deliverables:

  • Data integration using Azure Data Factory, Data Lake, Databricks
  • Event streaming integrations (Event Hub, IoT Hub, Stream Analytics)
  • Dashboard implementation using Power BI, Tableau, D3.js, Highcharts, or Chart.js
  • Secure data pipelines and reporting frameworks

Qualifications

  • Bachelor’s degree in Computer Science, Engineering, or related field (or equivalent professional experience).
  • Minimum 5+ years of hands-on web application development experience.
  • Proven experience delivering enterprise web projects in cloud environments.
  • Experience working within structured SDLC and Agile frameworks.
  • Industry certifications (Azure, cloud, development) preferred.
